International Skilled Worker

The International Skilled Worker program is designed for skilled workers from outside of Canada who are eager to live and work in Saskatchewan. Key streams within this program include the Tech Talent Pathway, Employment Offer, Occupation In-Demand, Saskatchewan Express Entry, and Hard-to-Fill Skills Pilot streams.

Saskatchewan Work Experience

If you’re a foreign national residing in Saskatchewan with a valid work permit, you may be eligible for the Saskatchewan Work Experience program. This program offers various subcategories, including Health Professionals, Projects in the Hospitality Sector, Semi-skilled Agriculture Workers, Skilled Workers with Existing Permits, Recent Graduates, and Long-Haul Truck Driver Projects. These options provide flexible pathways for those already working in the province.

Entrepreneur

For foreign entrepreneurs looking to start or invest in a business in Saskatchewan, this stream offers a valuable opportunity. Entrepreneurs must submit an Expression of Interest (EOI) and await an invitation to apply (ITA), based on their profile score. Once invited, entrepreneurs can start or expand their business and receive a provincial nomination. There are also specific streams for international graduate entrepreneurs and farm owners/operators.

Overview of SINP Canada

The Saskatchewan Immigrant Nominee Program (SINP) continues to attract highly skilled workers with in-demand job experience, job offers, and successful entrepreneurs who can establish and manage businesses in Saskatchewan. In 2023, the Canadian federal government increased the number of SINP nominations by 42%, with Saskatchewan receiving the largest allocation in the program’s history—7,250 requested nominations. This translates to approximately 18,000 immigrants, including nominees, spouses, and dependents. The expected nomination allocation for 2024 is 8,000, with 8,500 expected in 2025.

On June 8, 2023, Saskatchewan held its sixth Expression of Interest (EOI) draw, issuing Invitations to Apply (ITAs) to 500 candidates. The majority of invitations were extended through the Express Entry stream, while others were through the SINP Occupation In-Demand stream. Both streams targeted candidates with specific NOC codes and a minimum score of 69. Earlier rounds for the year were held in February, March, April, and May, all of which required candidates to have an Educational Credential Assessment (ECA). Since April 2023, SINP draws have significantly increased, with more than 1,000 invitations issued in three separate EOI draws by May 2023.

Candidates interested in obtaining Canadian permanent residency through the Saskatchewan PNP nomination must submit an EOI through the SINP online portal. The program’s application and correspondence are managed via the SINP’s online system, OASIS.

Eligibility Criteria for Saskatchewan Immigrant Nominee Program

Generally, you must have at least 60 assessment points, demonstrate settlement funds and a settlement plan, meet language requirements, obtain an ECA, clear criminal record, and have no significant health concerns. Education and Training
To qualify for the Saskatchewan PNP, education and training play a vital role. Candidates can earn a maximum of 23 points for having a Doctoral or Master’s degree (Canadian equivalency). For those with a brief program (less than 2 years) from a Canadian college, Saskatchewan university, or a recognized post-secondary institution, a minimum of 12 points can be awarded.

Skilled Work Experience
Work experience is essential to demonstrate your expertise. Applicants can receive a maximum of 10 points for work experience in the past five years before submission, with a minimum of 2 points for one year of relevant work experience. If the work experience is between six and ten years, candidates can earn a maximum of 5 points, with a minimum of 2 points for two years of experience.

Language Ability
Language proficiency is a key factor. Candidates can earn up to 20 points for achieving a CLB 8 or higher in their first language (English or French), with a minimum of 12 points for a CLB 4 score. For a second language test, candidates can earn up to 10 points for a CLB 8 or higher, with a minimum of 2 points for a CLB 4.

Age
Age is another significant factor in the Saskatchewan PNP points system. Candidates aged between 22 to 34 years can earn a maximum of 12 points, while those in the 18-21 years and 46-50 years age brackets can receive a minimum of 8 points.
